[Windows SIG] VPN suddenly quit working

Thanks for sending the paper. I don't think this is the issue. But it
may be worth looking into.

It's only affecting the VPN in one direction. AUS can still see ABQ. ABQ
can not see AUS. If the update was the issue, I would think it would go
both ways.
